This whole thing also gets me up in arms.  In our neighbourhood there are regular altercations between dogs roaming free with the owner and dogs leashed with their owners.  The problem is that owners sometimes threat their dogs like children, and start screaming at them when they attack other dogs.  Dogs are not children, they are dogs, and will react instinctively like dogs around other dogs.  The sooner people get this into their thick skulls, the better for all dog owners.  Off course, dogs like chasing stuff that goes fast.  It is part of the hunt.  They can't help it.
