Do you change your 9 speed chain if you convert to 1x9?

Only if it is worn. Chain size/type stays the same.

The difference in spacing between cogs on 9-speed and 10-speed cassette is 0.39mm. I would say a 40T or 42T 10-speed expander should work in a 9-speed setup if you added an additional 0.4mm spacer between the cassette and expander and removing one of the inner cogs.

I bought a 42T expander and it did not work with my Sram XO but I have seen somewhere someone put a 40T with an xtr rear derailleur.

 

I even had the extended b screw in from the other side to lengthen it with no success.

 

Maybe I will try with an extra .39mm spacer as the top jockey housing was hitting the expander sprocket maybe it just needs the extra space

Not sure the spacer will help the jockey clearing the sprocket. The spacer is meant to correct the pitch between the sprockets, so your shifting index will work correctly.

Not the actual jockey but the inside part of the bottom cage bolted onto the jockey so maybe worth a try as I have already bought the extender

Also maybe getting a bigger hanger? I'm sure you could have one made that drops the derailleur lower.
