Saw biker getting knocked over passing car on the left

Yesterday afternoon we drove from Simonstown to Fish Hoek. At the circle to Fish Hoek cars were lining up waiting for the robot.

 

Next to the paddle shop about three cars behind me was a little car waiting. As the cars started moving forward this car started going left for the pavement. Why? I have no idea.

 

But unfortunately a fellow biker cycled slow on the left past this car at the time. Seeing him collide in slow motion was not nice.

 

Not sure how bad he is but many people run to assist as we were going forward.

 

I hope he is well.

 

I have only recently got back on a bicycle. So, what is the general take on passing cars on narrow city roads on the left?

 

From motor bike days I always tried to ensure the driver I was passing was aware of me.

 

Now in city traffic with so many cars this is not easy or possible.

 

BTW: I read a bicycle touring book the other day. The author said that the law in the Netherlands always favor the smaller vehicle in an accident situation. The bigger vehicle got to show proof they were not the cause.

"Biker" as in motorcyclist? If yes, then on this single narrow lane road it would be the motorcyclist at fault. P.s. I'm a motorcyclist as well so not taking sides here. I think the general rule\law is if the car ahead is turning right & there is enough space on the left then by all means you may pass on the left, but it doesnt sound like this was the case?

Unless your GSXR has pedals, I think it might be safe to assume cycled means cyclist?

There is an off the road slipway/parking spot at that point that the car might have been attempting to enter
