When the oil price was booming a lot of the Gulf nations implemented infrastructural changes poorly based on the assumption that oil would remain closer to $120 a barrel. The oil price now actually hurts their economies. Oman breaks even at roughly $50 a barrelKuwait at $52 a barrelKSA at $67 apparently (Fiscal break-even points).
