I didnt want to hijack the thread "Who's gonna win the Tour De France" so started this one. I just finished the Book "The Death of Marco Pantani" this weekend by Matt Rendell and to say I was gobsmacked was an understatement!

I have some questions on the whole doping aspect:

1. Why is Cocaine specified by the UCI as recreational drug and doesn't carry a competitive ban, whereas with most other sports a mandatory ban is enforced (1 year I think) (Adrian Mutu and Chelsea)? I personally think that it is right that Boonen has been banned for the TDF this year!

2. With the introduction of a biological passport, is the 15 day rule still in force?

3. Has has the biological passport been implemented as mandatory for all cyclists and have all teams subscribed to it's use?

Would appreciate any comments on the above - or posts to prior discussions!

The case of Adrian Mutu and Chelsea had very little to do with drugs. They simply needed an excuse to relieve him of his contract because he couldn't score in a whorehouse.

What's the 15 day rule?

The 15 day rule is if a rider has any of the seven (I think) factors over their "normal" levels, the rider is banned from competition for a period of 15 days. Just seen this on cyclingnews.com

UCI approves 'no start' rule

The UCI's Management Committee announced Friday that it has approved the so-called 'no start' rule which will allow the organization to use data from the biological passport programme to keep riders with abnormal values out of competition for 15 days. The committee made the decision at its meeting in Snekkersten, Denmark. This type of rule has been applied in the past to the riders' haematocrit values, where a value over 50% would result in a temporary ban from competition.

The biological passport has now been officially integrated into the UCI's Anti-Doping Rules, as was expected after the 'no start' proposal was announced last week. The 'no start' rule was devised as an first course of action before imposing a formal suspension, since a sanction "requires a greater degree of certainty."

A value will be considered to be anomalous if it does not conform to previous values detected in the riders' samples.

It is seen as a competitive drug.  It's just seen as a during-competition drug, and not a out-of-competition drug.

There are some drugs you are never allowed to take.

And then there are drugs you aren't allowed to take during competition, but are allowed to take at other times (like alcohol)

If you take cocaine when you are racing, you are banned for two years.  Boonen wasn't racing when he was bust.  If he was bust three days later, he would've been banned.

Boonen was still bloody stupid, though.

Most of the narcotic drugs like Cocaine etc are covered by the countries criminal procedures law so its not necessary for athletic bodies to further complicate matters by duplicating laws.

Medical drugs on the other hand are "legal use" drugs (with a doctors prescription) so the countries criminal laws are not relevant, unless of course you steal em or buy / sell em illegally.!Smile
