We've had issues going into Cape Point NR, where the people at the gate did not seem to understand what we needed to pay, and whether a wild card was relevant, or whether there was a day/weekend permit and, and and... Google seems to suggest only normal park entry fees or wildcard is required. I'd like to do some cycling / bird watching around the lagoon, but I don't want my arm broken by some pesky game ranger.

Same rate applies to cyclists as does to motorists/hikers: a per person day fee or Wild Card (assuming your Wild Card gives you coverage for this park; i.e. National). Lovely quiet roads, or a few dirt trails if you bring a mountain bike. Feel free to message if you need more info about the trails/routes.
