I assume many of these heavily 'sloped' (towards the front unlike the modern sloped backwards bikes of today!) bikes started life as TT or track bikes?

I think they're pursuit frames (but as always, there's a 50% chance I'm right...)

That is correct. The old road TT and track pursuit/ TT bikes often had a smaller front wheel to lower the setup and aero position aswell to get the rider closer to the front rider in team persuit/TT for aero advantage. Popular was 27inch rear wheel and 26inch front wheel and fork.

 

UCI ruled this setup out later so now both wheels need to be same size for road and track events
