They are not new - they've always been in the act as "pedal cycles".

 

The reason helmets for bicycle do not appear in the Act is because they

appear in the Regulations. IANAL, but these are more specific descriptions

of requirements than the Act. The Act forms the basis/framework for the

Regulations, and the Regulations are the actual bits of law you are

nailed on.

 

The cycle helmet regulation is new(ish) - it was promulgated in about 2001

and implemented as of 2004 (approximately)...

 

Here's Reg 207:

 

207. Compulsory wearing of protective helmet

 

(2) After expiry of three years from the date of commencement of this regulation, no person

shall drive or be a passenger on a pedal cycle on a public road unless he or she is wearing a protective

helmet which fits him or her properly and of which the chin straps is properly fastened under the chin.

Oh.

 

And even with the passing familiarity with Arran that I have, my

impression has been that he is a professional and a decent cyclist

unlike the shamateur and self-inflated egotistical fun riders who are

more often than not the (self righteous) transgressors of the helmet

laws.

I would just like to mention the following on this forum. My husband was killed 18  weeks ago. Yesterday' date=' 20 December  2009, We saw Mr Aron Brown, in his Official Medscheme Cycling gear on the N2 (Grootbrak River) WITHOUT HIS HELMET. He was riding with a lady cyclist. What message does that send out Medscheme? I nearly had a heart attack. Still feel that something must be done!!!! [/quote']

 

Your assertion about Aron Brown has been rejected, so what do you say now?

 

The Hub is not the place to be mistaken if you are going to sling mud & try to get support for a safety campaign.
