I use a flat nose pliers pushed up against the latch thingy then a flat screwdriver prised in between the face of the pliers and the cable tie latch, twist the 'driver and you will hear a few clicks .... sorted!

Make sure when you use a long nose the force is directed away from you. The guy at CycleLab a couple of years ago lost his eye when he stabbed himself with a long nose after it slipped.

I am looking for a cheaper make of this tool to tighten cable ties.

I suppose you can use this tool for cable ties but it is actually a "Park Tool Fourth Hand Cable Stretcher" and pulls both gear and brake cables tight . It features one-hand operation with a thumb lock to hold the cable tight while your hand is removed to tighten pull-up bolts and nuts.
