They paid Irani government officials around $2 000 000 in bribes for that Iran cell contract. Plus all their shady dealings in Nigeria they'll make up that 5 million Gorillas in no time!

They could buy it by employing a bunch of riders with UCI points but then it would be very South African anymore. I was reading an article the other day which said the smaller team like the Confidis's for the world have an annual badget of $50 million.
