Yes its personalized but not custom built.To claim something is customized you would have to fabricate a part of the build process like the frame or even add something that requires skill like a customized spray job."Building a bike is like playing with lego. Any capable person with access to youtube, a multitool, a bb tool and a cable cutter can assemble a bike. There is even a video on youtube of a blind guy assembling a bike.
