I don't know what their standpoint is after reading that.

"We need to be balanced in our assessment and expectations of cycling in the stable of professional sports. We need to find a solution that can allow us to move forward and trust the stories, images and athletes that come with their respective sporting codes. And as with any endemic problem, we all need to shoulder some of the burden so that we do not allow the mistakes of history to repeat themselves. Our children should not have to compromise themselves when fulfilling talent, dreams and ambition when choosing professional sport as an occupation. So please let us look past the anger and frustration, past the hypocrisy, so that one day we can again trust the sports we so dearly love. It is a time for maturity and responsibility, not mudslinging and high horses. We won’t reach a solution, we’ll merely entrench the current behaviour. Positive change is possible."

I'm not sure if this sentence is meant to be sarcastic or ironic.

The sentence is neither sarcastic or ironic. South African now has one of the most progressive Renewable Energy programs in the world.
