That doesn't look like the bearing.

It looks like the centering sleeve and top race. If that is the case then it's not broken. Some do come slips like that so that they can clamp down on the steerer

no its the grease you see these. its TLCed, i am talking about the silver bit where its split

As jc said, that sleeve is designed with a split as it clamps onto the steerer tube.
