i have been slowly upgrading my bike for years.

i move and change with the times trying to keep up with the curve..

go for frame first, the fit is vital and will benefit massively on your sons ability to sprint and climb correctly and to maximum effect.

take it from me, i rode a frame one size to big for me for far to long. when i finally got my sized frame i could not believe how much extra i was able to get to the road!

then:

when you next can then change components.

maybe buy a full bike, swap over the gear you no longer want and then sell a full bike - makes it easier to sell compared to trying to sell bits and pieces.

I have a Raleigh RC7000 alum frame with Carbon rear stays and full carbon fork in mint condition medium size 51cm. I am 1.71m and a 54 is to big for me. You can have frame with carbon saddle post, handle bars, ritchey carbon seat post, ultegra BB and ultegra front derailer, neat water bottle holders and saddle all in very good condition for R 1600.00. The RC7000 frame can be very close to the RC3000 carbon frame weight wise, for a additional R 2300.00 I will add a Easton Vista wheel set also in very good condition.

Those Raleigh size 51s are equal to a 54 in normal sizing terms. The Raleigh has a sloping top tube which means sizing will always vary by 2-3 cm over a normal standard bike.
