Can I clear coat carbon fiber?

Yes can be done. Don't use the spray cans that hardware and paint shops sell. Do it with 2K and make sure you prep the frame properly before you spray.

Take it to a spray painter (reputable) and ask that they spray it for you to make sure. Far as i know raw carbon needs to be sealed properly and shouldnt get water on it as it will damage the fibers.

Not raw carbon, the frame just looks dull and it has been repaired, so the original clear coat has been removed. The resin is still in tact

Absolutely. Any panel shop can do it. Just give them a nice clean frame. Only use 2 part quality paint. Anything else will fade and crack. Best bet panel shop, they use good automotive paint all day.
