From what I know, if you've ever been world champion or national champion in any discipline, you're allowed to have those bands on the sleeves of your jersey. Have a look for example at Tony Martin or the Manx Missile. Only the current world champ / national champ(s) can have the respective bands across the chest. 

 

Or Matt Stephens from GCN (he was UK national RR champ yonks ago).

Seeing as both Nino Schurter and Alban Lakata will be doing the Epic. Who gets to wear the Rainbow Jersey? The XCO or the XCM world champ?

Even if Sagan pitched he'd still have some sort of rainbow in his jersey.

That is a good question - Nino rode in the world champs stripes but Lakata's jersey is in a discipline closer to the Epic.

 

Theoretically none of the can wear their jersey cos Nino's is XCO, Alban's is XMC - these isn't a XCS  world champs as far as I know...

Nah. It has to be the discipline you won in:

 

1.3.064 Without prejudice to paragraph 2 below, only the current world champion rider may wear rainbow piping on his equipment (such as bike, helmet, shoes) as per the technical specifications in the brochure which will be sent to him by the UCI. However, he may use the equipment bearing the rainbow piping only in events of the discipline, speciality and category in which he won the title and in no other event. The current individual time trial world champion is authorised to use rainbow stripes on their time trial bicycle for individual time trial and team time trial events. When he no longer holds the title of world champion, a rider may wear rainbow piping on the collar and cuffs of his jersey, to the exclusion of any other equipment, as per the technical specifications in the brochure which will be sent to him by the UCI. However, he may wear such a jersey only in events of the discipline, speciality and category in which he won the title and in no other event. In compliance with the provisions 1.3.056 and 1.3.059, he is not authorized to add the rainbow piping on his national team clothing. The Epic is classified as a point to point race which falls under XCO and not XCM. A strange rule by the UCI. XCM makes more sense.

i know it is a bit late to the topic but it is simpler than this. In the UCI rules it clearly states. Stage races are considered XCO and therefore carry all the requirements of XCO races such as world champs jersey etc. Also each stage can be made from a few different race styles. XCM, XCT XCO etc.
