Only if guys are using accurate GPS devices. The gripe is likely STRAVA related where guys will record a 2 minute segment in 4seconds while using their phone. It happens often. A LOAD of the local running KOMs near me are like that.  

So no, GPS timing is only accurate when marrying accurate devices and accurate timing programmes

You’ll be surprised. Two queries I’ve dealt with were GPS time-related. They claim their GPS time was 15seconds faster than the winner’s time. A deep dive into the gpx file reveals that their time had a few “auto-pauses” in it. Quite easy to spot
