My rear derailer(deore) when i shift to a bigger gear it shifts just one gear as it is supposed to but when i wanna shift to a smaller gear the first click it does nothing and the 2nd click it changes what sounds like 1 gear but it must be two because when i shift  onto a bigger gear again the shifting is ok.

What can be the problem i have cleaned the gears out.

When your bike is in the smallest cog and blade, try to loosen the cable tension a little by turning the cable tensioning screw in and see if the rear derailleur moves out slightly. If if this does not work then turn your "H" stop screw out to bring the derailleur out.

It sounds like your derailleur is adjusted to far "in", which means when you change down to a lower gear then your gear changes will be ok but when changing up you will "miss"gears.

When you are riding on the road listen for a ticking noise from the gears, this will indicate that you are not properly in gear and need to adjust them.

I had this problem when there was a bit of dirt in my cable outers, an upshift worked fine due to you tightening the cable, a downshift is sluggish as it has to work against the muck in the outer. Try to downshift one gear and then help the derailier move down, if it ends up in the right position it is a dirty cable.

I had a similar problem and did everything. Eventually found out it was a damaged ratchet which lost a gear in one direction. Release your cable and count the clicks in both directions to check that there is no damage there. Remember 9 speed is 8 clicks both ways.
