only cramping - almost like the tendons can't handle it

I have a problem!!! I get a cramp in my right foot... I have.... Shifted cleats around... Moved saddle front back... Lowered seat post... Still get the cramp it just shifts slightly... I have no problems when riding my MTB with Shimano shoes. Any ideas???
