What Phillip said. Ss frame has sliding dropouts but a normal frame cam be made to be Ss compatible with a chain tensioner. The guy was probably referring to the bikes geometry when saying it was a "race" frame. Steep head angle etc. Nothing wrong with making a "race" frame into an Ss.
