There's clearly something wrong in the system, but a rider should be able to function whether their license has arrived or not. If I remember correctly, they should get their number in the newsletter, and organisers of races do receive a list of entrants with an indication if they're licensed or not. If a rider is charged a day license fee or fined, despite being licensed, I have a sneaky suspicion that that fees is plowed into someone's vacation rather than cycling as it should be.

Why not simply make the For Sale section viewable only to registered members? It's not going to get rid off the scheissters already here, but it should eliminate unregistered ones.

MY suggestion is to appoint one or two per section, and everyone for (s)hit chat, as it is the busiest of all the sections. In my opinion the best moderators are those who are not seen. Most people shouldn't even know who is a mod. Another thing is that when a thread gets closed the mod should give a simple reason for their actions - here a lot of threads gets closed without apparent reason.

A electronic system would be insane. The US system is riddled with code security issues, things can be changed without it being logged anywhere, the company is headed by a major Republican donor, and the Master key for the system was successfully made based on a pic on the companies website. Now, for the end users. I share my office with pc techies, and I've seen that users are getting anything but more intelligent. Add in the lack of infrastructure, and you have a recipe for disaster.
