If it's hard to shift up. Check the cables, may be a kinked cable or housing.

If its hard to shift up and down, it's the shifter: clean it up nicely with some paraffin.

 

And it wont hurt to replace the cable and housings

Of course it can also be the rear derailleur. Make sure its nice and clean and moves easy. Again, if it is the derailleur it shouldn't feel hard to shift down.

Is it shifting down at all or only hard / sticking going back? (to bigger gears)

 

Sometimes (as mentioned before in the abovementioned posts) it happens because of a kink or dirty / gritty inner / cable combo.

 

This is a common problem in most bikes which has a 'broken' outer from front to rear.

 

I prefer the 'solid' outer from shifter to derailleur.

Yup... Its a 10 minute job to replace... Have a look at drilling/filing out the cable guides so you can run a full length cable housing.

 

This will prolongue the life of the smooth shifting goodness. Just a thought

Had the same problem after Sabie, mud in shifter could only use 3 gears. Unscrewed the cover and cleaned with chain cleaner. Everything back to normal again!
