Quick squizz of the interwebs doesn't generate a firm understanding of how its done. One site just says its generally based on any climb with 3% gradient or more, and then the categories are based on the length of the climb.Some subjectivity is involved for races, where a climb can jump a category if only because its at the end of a particularly hard part of the race. Typical explanation I've found.
