What is track frame? is it a type of cannondale?

http://en.wikipedia.org/wiki/Track_bicycle

A track bicycle or track bike is a bicycle optimized for racing at a velodrome or outdoor track. Unlike road bicycles, the track bike is a fixed-gear bicycle; thus, it has only a single gear and has neither a freewheel nor brakes. Tires are narrow and inflated to high pressure to reduce rolling resistance. Tubular tires are most often used in track racing[1] and training, though advances in clincher tire design have seen them being used somewhat more often

A special bike is used for track riding. It's a fixed gear where you pedals keep turning. This has a single speed hub and allows you to free.

Not sure that that frame is an original Cannondale.

so is the frame different to that of a normal road bike?

yes it has a horizontal dropout and not vertical like on road frames, the reason for the horizontal dropout is so that you can change your rear cog depending on the race format and your fitness, then slide the rear wheel back to put tension in the chain.
