Assuming the rim and hubs are a given it boils down to the spokes and the assembly. Spoke length and typeStress relievingSpoke seating on the hub flange Spoke tensionNipple choice and alignmentRadial and lateral truing On a well thought out wheel spokes don't break - if they do either the chain or something else damaged the spoke or the wheel was badly assembled. That is why wheel builders guarantee the spokes for the life of the hub or rim.
