Motorists (actually people in most walks of life) will not admit they are wrong when their faults are pointed out. The more you push, the more aggressive they get. In this case to the threat of running the cyclist over. At some point in all these confrontations, it is probably wise to say "You were wrong, if you don't believe me go ask a lawyer or someone who you trust. Please be more careful. Good day" Turn your back and walk away. By leaving them hanging not getting in the last word, they will continue to think about it, maybe even quietly admit to themselves they are wrong. The next time they pick up that phone while driving, the confrontation will come to them and maybe they will be more careful.
