Headset problems

I hace a cane creek headset on my cotic , I noticed its very hard to turn the handle bars so i checked the bearings and they are still 100% put everything back and tightend up 

 

BUT either the the fork is loose and jiggles in the headset or i have to tighten it up so much the bearings are so compresed they won't turn

 

* They bearings are the correct size triple checked 

 

Any advice welcome

my honest advice, take it to the LBS to adjust, some HS are just a pain to get right and its an art to get it 100% right

Sounds like a seal or spacer is not in 100% right.  

 

I'll put my money on a missing crown race. OP, have you changed forks recently?

Nope haha crownrace still there cleaned everything and put back together , and yes crown race included 

 

 

Improved but problem still present
