Strava weekly mileage goals - should indoor training count?

Exactly my point! I (and many other people not on controlled trainers) can sit at whatever wattage we want, but still get the meters.

Do you count the mileage when you freewheel or soft pedal downhill or when slipping behind someone....?

I personally prefer to count time instead of km's so I'm not stressed if my starve idt sessions don't reflect km's but then I don't participate in strava challenges.

I have compared real routes to the same routes on the idt (using cycleops virtual trainer on a power beam) and agree that on the idt it is slightly easier than real time.... so to answer the op's question, it's probably not fair to allow idt km's to contribute to challenges that also allow real km's .... they should remain seperate imo
