Just check the rim tape. Rapide is awesome, and I don't want to throw any shade at all here. But I also bought a new wheelset and had the same issue - the rim tape was not applied propperly and it leaked air. I just a reapplied and it worked 100%.

OK so I've tried everything except for checking the rim tape. I am 100% getting air leaving between the tyre and rim, it's not coming our through the valve or nipples. 

 

Would a bad rim tape job (very important to include the word "tape" there) still result in leaking at this location? (see pic)

Check your tape for sure. I've found that the Panaracers like a layer or two of electrical tape around the inside edge of the rim where the bead sits to get a nice tight seal

Did you pump up the tyre to AT LEAST 4.0bar ??

Thanks chaps. Must be the rim tape. Odds are I damaged it while putting the tyre on. I'm not how how many other people have Rapide and 38mm panaracer combo... but I have NEVER struggled to put a tyre on as much as that.

Yip. Went to 4 bar. Spun the tyre around. Added more sealant. Bounced it. Pumped it up again. Repeated that a few times. 

 

Went to 5bar. Tried the same thing. 

 

Went to a 5.5 bar and tried that too.

4 is plenty.

 

Next round take an empty bucket and rest the wheel flat on it so the sealant can get to the sides. Rotate sides every hour or so and see if that helps.

Oh, the joy of seating Panaracers...I've been banned from petrol stations for emptying their air systems trying to do this....you need high volume and lots pressure to get a new gravel king to sit nicely...and new rim tape and sealant...and patience.....

I don't have any of those things. But I have new tyres. I just bought some like 1 hour ago. As fate would have it my lady rides with tubes and needed some new gravel tyres. 

 

Even if I could get the problem sorted, it was so difficult getting those tyres on and off that it's just not a problem I want to live with, or be stuck with in the middle of nowhere. I suspect its just particular to that tyre and wheel combo... as I mentioned, I'm pretty sure I've read elsewhere of people battling with this combo. They go onto my fiance's bike pretty easily (or at least much easier), so I'm ok with giving them to her.
