Advice on Silverback Wnty on a frame for a friend

I have a friend who's Silverback has these, and he has been servicing it religiously at his LBS and he hasn't ridden for about 8 months.

I gave it a once over and saw this. 

Should I just advise him to go to the shop he bought it from or register it online and work directly with SB.

Please advice on some experience, Don't really want him to have a struggle, with these oaks, he is a bit older .

Seems very specific around the bearings , like if you pull the pivots apart they might be rusted in place and silverback might refuse the warranty because the pivots aren't rotating due to lack of maintenance

 

That screw through the top eyelet is alloy and it looks hectic from the photos 🤷
