Who is the rider doing ‘one legged drills’?

Most every morning, driving Camps Bay /Clifton route, en-route to Paarden Eiland, I pass a rider with a ‘purposefully exaggerated’ one-legged cycling style, almost as if he is doing an exercise ‘drill’, using one leg only, and massive upper-body movement.

Since I don’t feel he is a disabled rider, anyone she’d any light on who he is, and if he is  indeed doing a drill, or is maybe disabled?

One legged drills are not to uncommon.

A few programs I've done in the past incorporate it. There must be a good reason, I can't remember what they were. I think they are stupid, so I never do them. But when I did, it was on the IDT exclusively.

I once had a training program from https://www.53x12.com/about (Dr Ferrari and his brother) and one legged drills were a feature. At the time my understanding was that the idea is to improve pedaling technique, not to mention that they will work muscles that you never knew you had….
