The dimensions you mention, the 1,75 and 1 3/8 refers to the tube's diameter. This is mostly irrelevant, since any tube has enough meat in it to do just about anything. Just one strange thing on your two dimensions, the first one is clearly one and a three quarter inch or 1 3/4 and the other one and three eighths or 1 3/8 - funny how they use metric decimals on an imperial (inch) unit. These Japanese/Taiwanese/Americans /Koreans are crazy. PS - I did a ghetto conversion for Supercycling this morning - 12 minutes.
