Remember if you don't have a CSA/UCI license, you did not agree to be "clean". This means that fun riders can dope legally as they have not made any legal declaration about preformance enhancing. Using performance enhancers is not a criminal offence (unless it is illegal drug like Dagga), but making a fraudulent statement like "I am clean" when you not (especially when it is a condition of participation) is fraud, which is.

 

 

 

A non licensed rider could pop those pills through the whole race, infront of the race officials, ext and because he never stated he was clean, he remains untouchable. (Good thing there is no prize money at fun rides).
