It would be quite interesting if Alonso retires, say, after a first lap incident. Then Vettel wins, irrespective of where he or if he finishes. He could idle around the track or stop early and celebrate - but knowing Vettel, he would still fight for the win as he does not seem to like loosing.

Usually the seller, but some couriers do have a COD option where the buyer can pay when he receives the goods. [Edit: The seller pays the courier on behalf of the buyer. Ultimately, the buyer still pays the cost, just depends when - before or after delivery]

Bit more hassle, but will be cheaper. You then have to go to the airport to clear the frame (with your import/export code) - or you can hire a clearing agent, but they will also add their fee.
