There is no 1.5m passing law on the road yet, so you are saying if a car brushes past you but doesn't bump you everything in fine....... they didn't break any laws. Its being considerate towards others. Speed has its place and time, definitely not when there are people and dogs everywhere. what time did it happen? Im going to go ride around there looking for them just to piss them off. Riders and dog walkers are to blame for this. There are still quite a few riders that "fly" along the trail narrowly missing other riders, runners, walkers and dogs (yes the dogs should be on leads) anyway these riders piss ppl off till you get some tjop like this that thinks he must now teach cyclists a lesson and go out of their way to cause conflict. I heard of something similar to this not too long ago.

Sorry, let me correct that. If you stay on the general Spruit trail, No you don't need any balls, at all. If you branch off the main line every now and then to ride the play lines (the way they are built to be ridden) yes you need some balls, not big ones but a small growth is required. That being said, yesterday I rode with a Lady who proved she had bigger balls than 99.9% of the Spruit users, and yes she was on a 29"

But it does sound like you have an issue with people (ladies included) that are trying to grow their balls. All the "River Rats" i ride with are very polite on the trails, except for 1 but he is quite wide so it is hard for him to move out the way.
