Now that, I would be interested in

+1000000....if it is from who I think it is, it could be very very cool.

something like a weekend course, Sat and Sun...supply all the tubes and tools and you go home with some great know how and a frame

It won't be cheap though

No way you can learn to braze/weld in a weekend!

Why? I think you could certainly learn how and be capable of making a strong joint in a weekend - might not look pretty, but that is just practice and knowing how to get the setup right to achieve what you want to achieve - but you only have to know how to get it right in 1 limited situation to build a frame.

There are frame building courses in the UK that manage to send most of their students home with a frame after less than a week...

I say it is definitely possible to do, especially with a good instructor.

no sure, no way a weekend 101 course will get you to master welder level....but if the basic principles can be covered with a practical of sorts just around tig welding steel so that it will be safe...Filleting will deffos be out of scope. The pupil then has the knowledge as a hobbyist to go and practise on scrap pieces until he is good enough to attempt it again.

It would be nice to leave with a frame though, it doesnt need to be custom or with tight welds...the tutor can have jigs setup with standard mtb or road bike geometries so that will save time. All the pupils will indicate they want a mtb or roadbike in a particular size way before the class, so the tutor can set all of this up.

Again this won't be cheap, but as a customer that is what I am prepared to pay good money for.
