I bought a frame with isp but not sure how to cut the post. I measured my old frame but if I use the same measurements it's way to high.

Ok, take your old bike/build and measure your seat hight from the pedal to the seat rail, this is assuming you are using your old seat on the new bike If you are going to use a new seat, then measure to the top of the seat.

 

Now build the new bike, clamp the seat in the topper and mount it on the post. Now again measure from pedal to seat rail or seat top. Subtract the new bike length from you actual hight and that will give you the amount to cut off.

 

Ask if something is not clear.

That's what I did but it feels like the saddle is way to high.

Keep taking it down in increments of 2 cm at a time and when it feels too low,raise it a bit.......

 

Seriously, as seat tube angles differ and errors are expensive to fix, see a professional to do it for you.

Flip. I am happy you got it right. I know someone who cut his' too short by about 5cm... He had to sell it.

5cm is a huge mistake but often seen them cut to short.

 

Measure twice,then cut once.
