It's a combination of the three other jerseys, i.e. GC, Green and Polka Dot.For example a rider who is 3rd overall, 5th on points and 8th on mountains has 16 points (3+5+8=16) and a rider 9th on GC, 4th on points and 2nd in the mountains has 15 points (9+4+2=15) and the rider with the lowest score wins. The daily points go to the best 10 riders on the stage.The daily overall is their position on the overall classification for white. It sounds confusing, and took me a while to find a website that explains it the best. Inrng gave the best description (in italics above).
