Does anyone know where I can find a decent but affordable 9 speed deep sections?

A 9 speed cassette will fit on a 10 or 11 speed hub so you don't need a 9 speed specific hub.  You need a spacer on an 11 speed.

 

If you are happy with aluminium rims both Alexrims and Merida make inexpensive ones (30-35 mm).  Carbon - many more options but at a price.

I’d say more like a 26er saddle.
