Where can I get a front pannier / front rack for touring ?

If your fork has cage mount bolt holes then you could go the route I did and use dry bags attached to home-made brackets.

I have a fork with a shock, so no bolts, but this have me some ideas. Thanks

Hi..I just put normal rack on backwards attached to shocks with clamps and extra water bottle holders

The rack needs to be attached to the top /crown of the fork otherwise you will run into trouble sooner or later.
your options might be:
change to rigid fork, live with bad suspension/shortened lifespan or stay below 2-3 kg
