Come on it sells newspapers! Another thing is that they had a Dutch doping expert on tv mentioning that as far as he knows there is no VERIFIED test for the third generation EPO. He said that it might not be legally possible to proove Ricco's guilt as the tests were still not approved. This could mean that Ricco could walk or even just be banned from racing in France.
