The problem is I need 2 identical bikes otherwise one twin will think I favour one sibling over the other.

Absolutely stay away from those - if they must be identical stretch the budget to look at Titan entry level bikes or Trek also do some nice entry level stuff that's great for kids.

It comes with pedals AND reflectors!

never heard of shimano etf-2100 or whatever the groupset is, but it is 7 speed.

without looking at it in person, the feeling is that it will be cheap and nasty. you can do better
