That's a bit steep! I agree that's probably dedicated, in which case I hope it's not used solely for Chainwheel! You can get VPS's for a lot cheaper than that (example: http://www.hostmysite.com/vps/windows/coldfusion/ and Colfsusion's expensive to host)
