Lance was cleared from the 1999 dope test, would this also apply to him

If the UCI agree with Spanish Cycling's findings then he's free to race - no ban or record. Same as Lance.

I think that all of this is becoming pointless.

Just let them take what ever they want, they will ultimately pay the price. :(

Thing is now that Ricco has kidney failure it's not going to very entertaining watching him ride a bike. What do you do when that happens? Fetch up a new gladiator and forget about it? How many talented athletes are going to choose cycling under those circumstances - or are already deciding not to become professional cyclists?

Their ruling is not bindiing - "the system" requires a UCI review and decision:

"In accordance with the regulations the UCI now awaits the full dossier on the case from the RFEC. Once this documentation has been received, the UCI will issue its decision within 30 days."

Gotta love "the system".

Of course its binding, he is racing already. That the UCI wants to review is arbitary at this point.

Under the correct supervision (Medical) by being open, Ricco will not happen. Guys administer transfusions all day to Cancer patients.

It's the hiding away and underground nature that causes heart attacks etc.

Open it up and play safe...

...ask the prostitutes in Amsterdam!

Not necessarily, he is racing until / if the UCI appeal the ruling. At that point he will be suspended from racing...

...the system allows for an appeal both ways.

Hence the requirement for CAS.

Wouldn't they wait for the outcome of the appeal - rather than just filing of it - to stop him racing again?

Ha ha are you saying the prostitutes in Amsterdam are hopped up on EPO? Who wouldn't pay for a woman who can push 7 watts per kilogram for half an hour.

I get what you're saying though, but the idea of watching lab rats race isn't appealing to me. And in many ways that's already what we have.. not sure what the answer is but it would be nice to see the truth come out about the corrupt UCI and widespread institutionalised doping before we throw our hands up and say the problem can't be fixed.

Spanish media reported that the RFEC's disciplinary committee reversed their decision because it could not prove intent or negligence on Contador's part.

Could not prove wrong doing.....?

So now if you take a banned substance and test + for it its not enough, they have to prove you took it intentionaly?

IMO the whole debacle was delayed and strung out untill everyone got sick n tired of hearing about it then they announce his cleared and everyone says (all together now...)

"I'm glad its over.... lets get on with life....I wanna see AC in the next TDF..."

Bloody weaklings you humans, he should be recycled instead of returning to cycling...

Ha ha, 7 watts per kilo

It's not just cycling / UCI / Spanish. It's all sport. Money is the root of all this corruption...

Who knows what goes on behind closed doors...one thing for sure, there is more happening in the board room here than the public can debate.

The fact that he's riding is also part of the rules of "the system". It doesn't seem to be what McQuaid is thinking though.

"I can't give a personal opinion until the whole affair is finished and it's not finished yet," McQuaid told media at the Tour of Oman.

"We got 35 pages from the Spanish Federation yesterday, which has to be translated and studied, and then we'll discuss it with WADA. We'll wait for the full documentation from the Spanish Federation and then we've got 30 days to decide whether we appeal or not. It's a UCI decision."

McQuaid hopes that any appeal to the Court of Arbitration for Sport (CAS) will be made before the Tour de France in July.

"I would hope and be fairly confident that it could all be sorted out before the Tour de France, that we can go to CAS and that CAS will understand that we need this one relatively quickly, certainly before the Tour de France," he said.

"If within the 30 days we decide to go to CAS, we'll ask to do it before the Tour de France."

McQuaid accepted that Contador is free to ride Tour of the Algarve that begins today in Portugal. However, he acknowledged that the uncertainty was not good for the sport.

"That's the rules. The rules allow him to race, so he races," he said.

must admit, don't agree with the sudden change in decision from the spanish federation. having said that, i'm waiting with bated breath for the schleck / contador showdown at this year's TDF. :)

Two things are going to happen:

If he was up to no good and now is a bit more cautious we may see a drop off in his performance.

On the other hand if he was always clean we should see him performing like he did in the past.
