Yes Or for bikes that does not come equipped with full cable routing for the front and rear derailers ie they have cable stops. this fits into the cable stop and clamps the full cable housing. by the way you can file the ends off the clamp a bit if your cable is a bit thin for a tight fit. this way the clamp will fit snugly. Sorry I am a bit slow here. Not quite sure what your meaning?

Some non tubless rims will have a tough time sealing with the tyre. UST or not. Thats why the strip is introduced, to make things that bit more tighter for the seal. If you have a rim that seals well without a strip, then your good to go
