There is camping at the national parks site, seemed very nice. I have only ever stayed in the rondavels across the road, but the campsite is neat and about 10 km from Clarens.
Normally when you hear of "development riders" you don't see many of the riders participating. AFAIK there were quite a large volume of Exxaro riders there, so their development program is working. And yes, if big corporations weren't doing it for the exposure and money there would not be any organized riding happening.

About 12 km at around 4-5%, the problem is going back down on the other side, so not too bad. You need to watch the lactic build-up...otherwise the last 50 km is suffer central, even though it is fairly flat.
