After his fall Martin is coming back towards the break but he's 25 seconds down. Froome now needs to move to the front of the peloton and make sure that he has his teammates with him. Burghardt is now sitting up it seems. Perhaps BMC think it's so dangerous out there that they need him back, especially as the break only has 1'37.

Eisel and Porte have moved Froome to the front again as we see Astana to continue to set the pace.

I'm not sure that the bunch sat up, ave speed now 49.1km/h. Astana & Tinkoff on the front

 

Reading into the reporting from Cycling News, I think it was less a case of 'sat up' and more a case of 'just kept steady tempo long enough to allow him to get back' ("when the pressure isn't that intense and the bunch have eased up enough to let him and his teammates make contact").

Questioned by France Televisions, BMC's DS Yvon Ledanois explained why Marcus Burghardt waited for the bunch. It wasn't because of hungerflat but tactical instructions. “Our priority is to remain united”, said the Frenchman. “Our plan today is to back our leader Tejay van Garderen and we also have a chance [to take the yellow jersey] with Greg van Avermaet who is our protected rider for the whole first week.”
