He could have bought it but it doesnt change the fact that it is stolen goods, no one rides to work in normal shoes if you have the correct shoes for the bike,,dont waste your time with the cops, they will just "release" it to him for R500 GET THE SECURITY COMPANY TO HOLD IT FOR A FEW DAYS THEN ALL THE HUBBERS FLOOD THE NET LOOKING FOR THE OWNER

When I see someone riding a bike that has clipless pedals and not wearing the shoes, it does ring an alarm bell or two. However the possibility does exist that someone will ride clipless pedals with takkies( A friend did this when he got his first road bike, although he had the rest of the cycling kit).
