Many of the old footage about the tdf you will see it on heis regular bike. This was not a once off.

Might be to save weight? Before the UCI restricted a weight limit on bikes.

Not sure if this is a good thing, but he was personal friends with Lance Armstrong and apparently rode quite a bit with him.
