Is DataDot (or similar) an option? Only an identification tool,  so I suppose it's very dependent on other control measures in place.

 

Apparently there is quite a big market for the bikes in Mozambique.

Especially mountain bikes seeing as their roads are so forked, you can't travel on them with anything else :D DataDot is awesome but as you said, it's only effective if you have the stolen goods in hand. Does not exactly aid in recovery, and your average Cash Crusaders aren't going to be bothered about checking for dots.

Not only this, but GPS devices are all frame based. I think a lot of these stolen frames never see daylight again, with bikes being stolen for wheels and groupsets.

 

Stop being scumbags and buying stolen bits dammit.

What about installing a MicroDot?

 

If a significant number of bikes were marked with dots, and ppa or somebody kept a decent database, it would reduce the marketability hence value of stolen bikes. That would reduce the motivation to steel them.

 

The cost of one GPS would be enough to mark 10 bikes and the dots would still be there long after the batteries go flat. Maybe the insurance industry will drive this.
